Is made by Herpa. Basically, most of the CX official model plane are made by Herpa.
If you are interested to collect Cathay Pacific airplane model, you should look for some unofficial one. Generally, they look and made better than those official one. Most of them are in 1:400 scale and their wheels can be rotated too. They also have 1:500 and 1:200 scale, but they are very rare and expensive. For instance, a Lockheed Tristar unofficial one is triple of the price of the official one since it has a chrome paint at its bottom (Same as the real plane).
Nevertheless, there might be some minor problems on those models. They might paint something incorrectly since they aren't officially licensed.
